If people can spawnkill on your server, you're obviously doing it wrong.

Also, #1 rule of TF2; Winner continues to win, even if it constitutes spawn-camping.

Spawn killing happens when one team operates so poorly that the opposing team is able to advance to the team's spawning point.

It also happens when the host was stupid enough to make some stupid class selection thing and not think about the initial invincibility time players normally have, which is made to prevent spawn killing.
