Lights don't work at certain angle

When I go to someone's Bedroom - Dark map, or load my own, and place a light brick or use the player light, the light only shows on the ground when I look at it at a certain angle.




also, could some one tell me how my advanced and graphics tab SHOULD look like?
I think I messed something up.
also, by should, i mean what are the defaults?

"Vertex lighting" should be unchecked in the advanced tab.  That's the only thing that's different from default.

I'm not sure what's going on with your light problem.  Do you ever see tearing where the light is all flickery or does it just disappear?  Do you know what video card you have?

It just dissappears unless I look at it as shown above.
also, I have an ATI Radeon Xpress 1100
what I find weird though, is if I go to download updates, my card is only found under the Windows vista Tab, although I am running Windows XP pro, but my laptop is windows Vista premium ready.
