it depends which you're talking about, the new one isn't failed, although you couldn't get it
the old one was failed, and you could possibly get it, although i don't see why you would want to use a broken addon, things are failed for a reason

I want the RPG add-on the Telefin uses on his server, with bank bricks that when you walk on them you type 1,2, or 3 for defferent options, and with baton and such.

I heard it contained admin exploits, but I'm not certain.

Various people can get admin, or super admin even, on your server without you even knowing it.
As far as I know this really isn't done in any other add-ons, so don't worry about that.

Apparently because you don't know what "exploit" means it might mean you don't know how to script.

tl;dr : Don't host City RPG. You need to script to add new weapons, jobs, functions etc.
