Well, he came back and meowed. I set him next to me. He tried to climb back on my lap, I blocked him... he looked at me with almost teary eyes and walked away.

He came back again, I didn't even put him next to me. He found a way around the chair, and is now sitting behind me in it.

You're doing it wrong.

You're supposed to block him from getting up THEN pet him, rather than just staring at him.
