I'd recommend adding one or more features to stir it up. Whilst permineant weapons and spawns adds a strategic element to your game mode, it can also lead to some pretty broken scenarios such as the one the server is in right now.

Tony and his henchmen "Brickman" have constructed an enormously tall structure from which they reign unrelenting death upon all other players. They have all the guns and all the spawns. Few can even approach their tower, never mind surmount it.

Why not add a random element to it? Perhaps the server occasionally grants players various weapons or unique abilities just to mix things up a bit?

I had removed the permanent weapon spawns very quickly after implementing them, because a lot of new players wouldn't even bother attempting to build a base. The reason Tony was so dominant at that point is because the server had been running for ~8 hours with a high number of players constantly. I've judged that as the lifetime, and after then most of the weapons belong to one person who's had time to create an impenetrable structure to defend them. When I reset it fresh in ~90 minutes, there's a lot more weapon spawns at the beginning (they can disappear if not kept secure), so it tends to run better.

But yes, I was going to look into adding more flare. I honestly didn't expect to have as many players as it did for that long since it's a tad monotonous overall, but players liked it quite well as it is, so I didn't worry about adding things. At least trying out random weapons and abilities wouldn't hurt, so I'll plan to do that when I get home later. Thanks for the input.

I love this mod, but not the current server settings. This would work will with Zombies. See, you'd run into a building with no JVS windows or doors, break all the furnature, maybe some of the inner walls, and make a barricade. Team Damage would be off, and people would have to work together to build, maintain, and defend their forts from the zombies, like a tactical Left 4 Dead. Of course, after a certain amount of time, the base will be unwavering to any Zombie attack, and it'll get "boring" for most people. Perhaps a mod where if there were no player deaths within the past 5 minutes, then the base is considdered "saved" and the mini resets? Self Delete would be disabled to prevent people from killing themselves before the timer goes down, or maybe it would somhow exclude sucides. Just a suggestion for a possible update or spin-off add-on.

Right now new players have no option to build a base because they have nothing to build a base around. You can still build up something with non-permanent Gun and Pill items, as well as the vehicles, but having to defend things like the Minigun seems better than them being moved into the sky and only two players having fun until the rest quit.

Also, exactly why is the Light disabled?

It'd be nice to have dropping weapons (single ones) on death so there's at least a reward for hammering the people who hoard them. I've done it like five times now.
