You need experience in both programming and modeling if you ever expect to make add-ons. You use Notepad to create/edit scripts, and a modeling program like blender or Milkshape to create the models.

There is no 'program' to make add-ons.
You just type scripts and have blockland execute them.
You only need a default text editor like notepad or wordpad.
