Go to your profile, then on the left, click on Forum Profile Information, choose a picture to upload (75x75, correct me if I'm wrong), finally on the bottom click "change profile" and there you go.

The picture can be any size, it only needs to be 75x75 if you want it to keep it's transparency and/or it's animation
