Not really. It kind of is, because you are withholding from love for the moment, but when you are done, then your self control is gone.
But why would you self-control yourself if the risk was so significantly reduced?

Once again, if two people are that dedicated, they are most likely in an intimate relationship already. And if this is the case then it should not be difficult for them to wait until they are consenting, or at a point where both are able to act properly should something happen.

If you're going to go through all that trouble, then you might as well wait until you are with someone you are certain you can truly cherish it with and that, should something happen, you would each support each other. And that maturity, typically, is not within most teenagers; They are just looking for a good time.
