Can't get material to be transparent/translucent.
Hit the trans option on exporter, is it something wrong with the type of transparency I'm using?

Translucent additive or substractive. The texture doesn't need to be transparent.

It's probably a good idea to hit self-illuminating too. I got better results that way.

Additive makes the transparent part all glowy and bright. Substractive makes is quite dark and dim. There is no middle way. It's eyeburning glow or hardly visible black.

If I were to put a face on a .blend of a Blockhead, and I already have the face assigned to a material, would the face just be a texture?

I have selected the two triangles that make up a Blockheads face and assigned them their own material. In order for a face to appear would I use the face as a texture?

Yes. You need to use an "Image or Movie" texture type and remember to check premultiply in the texture options for the transparency to work properly.

Except none of those exporter files are on the server anymore and there is no need for them since the latest version works. That documentation will be handy though.

Actually, you right-click and save the link for each exporter.
