Turn your computer off suddently or crash it. Then turn it back on, select windows 7, and there should be a "Start reguarly" and "Safe mode".  Sselect "Safe Mode" and you are ready to go

And what exactly does that do? Will it mess up anything?

No. All it does is start windows with no programs and limited drivers so anything corrupting windows will stop. Nothing will be deleted in any way. This is just to see if it's a program/new driver that's doing the problem sort of.

And I'm guessing when you go back to normal mode it's broken again. That probably means it's something you downloaded and not the actual windows system. The only two thing on your list of downloads that I don't have are minecraft and winrar, and I have windows 7. Not the exact same though. Try deleting everything to do with winrar. Just a throw in the dark that this might help though.

System restored to a point, fixed.

But I have a feeling it's going to mess up again, like before -_-

It worked in safe mode because viruses and malware can't attack your computer in that state. You probably are infected. Download ad-aware and scan your computer. Then report back. Might take a long time especially if you have a terabyte drive like me.

EDIT: If that doesn't work I'm suspecting it's a registry error. There's ways to fix that but I really can't help you there because it's a pain in the ass.

DOUBLE EDIT: If it's not a registry error you're pretty much forgeted and will have to format your drive.

TRIPPLE EDIT: GOD DAMMIT SOMEONE REPLY ALREADY! I want to see if my hypothesis is correct. :3

What type of virus protection software are you using?

I found the reason! Apparently there is an extra 2 inches of space outside the right of my monitor? I moved my mouse outside the view of my monitor and everything is out there. I was dragging and dropping, I got my steam chats out and property tabs and everything, although I have no clue why? For some pop-ups, they fly outside the screen where I physically cant see them, even maximizing it doesn't work.

My screen resolution is 1600x900 just so you all know?

Yes I tried changing resolution, that's not the problem. There is an imaginary realm of missing tabs OUTSIDE of my monitor.

Also, I tried googling, can't find a problem similar to mine.
