Actually, it's more like a ammo pool that weapons gain new shells out of. If your ammo pool is empty, you can't reload, making it essential to grab ammo pickups. However, the player's starting ammo begins at about half ammo, and a Ammo Pile will set it to max ammo. Balancing from there would have to depend on how quick the host sets ammo to spawn from there.
