Enough are made already, amiright?
But to make one you need a modeling program like Milkshape 3d or Blender.
I would recommend Milkshape for beginners, but if you plan to get into advanced modeling blender is better.
You also need to know how to script a weapon, if you ever do make a weapon I will be here to script it, just pm me the .dts files

To make a weapon/vehicle/item addon, you need-
ScriptingNotepad++ for something to script with and the language or if you have an extra $20 this Torque Interactive Tutorial
MODELINGBlender 2.49 with a tutorial (kinda boring, but VERY helpful. Stay awake if you want to learn how use this) or Blender 2.50, which has no tutorial currently, but is upgraded.

And instead of an M16, how about-

I just realized that we don't have any 2D guns. It'd be awesome if someone made a model that was flat and layered his MS paint gun onto it as a texture. Call it "Doodle M16: Deadly from the second dimension!"
