Take the files out, open Blender, select to import .ms3d file and find where you put the files. Then just click import or whatever.

Got it open now what do i do with the ms3d

i used the program to extract the rar files and then i imported the ms3d file and then now it shows up as ms3d in blender so what do i do with that

I imported the ms3d file and when i go to files to open a file it shows as ms3d in blender not .blend

Importing means it can take filetypes that aren't .blend. Don't use Open File, use Import for .ms3d.
