Don't use GIMP or things like lineart. I find that the pen is always too jittery, and doesn't make good lines.

So use line tools?

I use Paint.Net, but I think most people use SAI nowadays.

I have no idea how to make lines with a mouse.
and I don't own any tablets/touch screens.
Not counting my 3ds.

Draw a line using the pen, if you don't like it, crtl z. I suggest you do it slowly at first, and remember to lift your finger unless you want to start over.
