I personally use SAI, as the Lineart layers can provide some nice effects (IE: Changing line pressure, moving lines around again, etc) and it seems that SAI was specifically designed for drawing, whereas Photoshop is clearly meant mainly for photos. You should at least give SAI a shot, I personally love using it.
