(lazy forgetup so I don't have to waste more text describing this)
I've never understood faces styled like this (also the small one in top left corner) came to trend for drawing humans and human-like stuff. I mean it looks cute, sure, but it just seems off to me and I don't know why.

 Also cute art Hal

paint tool sai has a free version but im not sure how limited that is

anything that works with a mouse should work with the pen
so, paint.net? GIMP?

krita and firealpaca are both decent free programs. krita seems to have more features but i haven't tried it out much

GIMP has a horrid lag with tablets for some reason, not sure about paint.net

same for paint.net, I tried using it before and it was just blech.

in terms of drawing programs, firealpaca is deffo the way to go, plus it can also make non-stuff aliased lines

I use paint tool sai personally, pretty flawless imo

if you mean that weird thing where the cursor doesn't actually move for like a quarter of a second, i'm almost certain that's caused by windows ink or w/e it's called

wacom tablets definitely have a setting to disable it. otherwise i'm pretty sure it's because of the gesture feature and that might be something you can disable

Oh, didn't know that.

yes, I've noticed that
but I don't know if the surface pen behaves like a tablet. in any case it's worth a try

I've never used firealpace, but I like krita. it's also open-source ;)

i made a note while falling asleep of a thought(?) that popped into my head, then drew it when i woke up

i don't know what those limb things are but they looked cool
i didn't think of any torso yet
also it was more psychodelic
