medibang, krita, drawpile, mypaint, GIMP.

mypaint doesn't have a selection tool, as far as i remember.
krita and gimp are weird and linux-y but still good. both krita and gimp have the ability to make animated GIFs. krita has an actual animation timeline, but gimp doesn't.

i've heard firealpaca is good and similar to paint tool sai but i've never used it so i don't know
