.dif File format

I saw this filetype being used in my map that I am making and I was wondering:

• What is it exactly?
• What programs can make/export it?

It's pretty much a big spreadsheet of text with the map file in it.
As for importing and exporting; Microsoft excel supports it but shows characters what seem to be gibberish. Notepad does this also.
