Flood protection always on?

Hi. i have the duplicator and i cant seem to turn off my flood protection. i looked everywhere and could not find an off switch. does anyone have an answer?

Even if you set both Escape Menu>Admin Menu>Server Control>Preferences>Non-admin planting timeout (under duplicator section) and Non-admin selecting timeout to 0 it doesn't fix it?
