So it finally allows me to buy it, but then it says, "You cannot complete this action on the card you have selected. Please select another card.".

The reason isn't PayPal. It's the fact you are using a gift card FOR PayPal. You can't recharge a gift card. I just made a PayPal for my credit card and had no problems. Before I verified my account with me and my bank, I bought something for DealExtreme, it didn't work. So verify your account.

Well, that's the problem. PayPal wasnt really meant for gift cards. If you've activated your account (thru ur email), then your half way there. You can't verify your bank because there is no credit account for the gift card.
