I'm also thinking about implementing a Higher and Lower thing for when you apply.
If you apply for Higher and succeed, you get VIP abilities and a higher rank, but the applying will be harder.
If you apply for Lower and succeed, you do not get VIP abilities and you get a decent rank. The applying will be easier.

You basically get a choice on what you think your capabilities are and how high you want to achieve.
