I need help cleaning a system fan.

I don't have an air can, I've gotten by with using Q-tips to clean the fans (Lol). The fan I'm trying to clean is a Sunon, it's the system fan on the bottom back of the case:



It starts up just fine, but it keeps revving up and slowing down to normal speeds, I can't figure out if I can take the blades off or not. Also I can't just "Google" it, there aren't any results for this fan.
