No they shouldn't. Hereditary diseases should be isolated and reduced.

 I don't think it's worth ruining someones chance in something. So no.
 At least not until we can genetically customize our children, and rid them of their malfunctions such as mental illnesses.

 That would be amazing, to have red eyes, or blue hair.

I feel bad saying no because those people would never be able to have a child but it is better for the species as a whole.
