Try to read articles about Overclocking on your specific processor to see how fast it could go while still being stable.

Not necessarily, it depends on how you cool your processor, I know someone who managed to get their's 1.0GHz faster easily with liquid cooling.

As far as I know it can ruin your CPU if you don't cool it correctly.
