I have a virus that says its a "System tool". It spams the little balloon windows, and slows down my PC.
I know its a virus because it says theres a virus in C:/Programfiles/TrustedAntivirus[make a better name next time you make up a fake virus, derp] but there is no file named TrustedAnti.
I also belive its a virus, because it looks like windows 7, and im on XP

I tryed too, but the programs not starting because of the damn program lagging my pc.

This is what you can do

Boot into safe mode with networking.

Download Malwarebytes and name the installer Explore.exe

THEN install it then run a quick scan

got rid of one of my rouges.

It blocks programs, but its blocking the uninstaller i hope to uninstall it with
