Locks, locks everywhere

Since I cannot upload images to photobucket at the moment, I will put this as a attachment.

This happened when I moved a 600MB<  folder. Does anyone know how to fix?

Oh my computer does this sometimes with SVN or Dropbox or something like that.

Yes. This seems to only effect .lnk files (which would be shortcuts) as far as I know. The folder that I said I moved was a ReactOS source folder, I dont know how it could have effected the permissions.
