Looks like it's yet another budget setting session gone awry. Remember kids, the government can have as much money as the whatever elected body of representatives vote for; in a democracy at least. And if there's no agreement on how to allocate the money stuff can happen. In the history of the Austro-Hungarian Monarchy for example one or two Prime Ministers had to resign as the budget wasn't voted on favourably due to resistance of the opposition in the parliament.
