Target particles

Everyone knows that part of the tutorial where you shoot moving targets with the gun. Yesterday, I saw a youtube video (I am not going to say what it was called) where someone was shooting targets (with a certain assault rifle made quite recently, and only a few hundred people have it, including Gravity Cat) just like the tutorial targets, and they were supported on bricks. Anyone know how to make that? Do you need some add-on? what?
