The thing is, people don't start repaying that debt until they earn a certain amount.
The amount you pay back is a fixed rate, and generally, if you're going to University, you're gaining an advanced education and should be getting into a good job which can afford to pay back this debt.
Even if you have the debt for a long time, it's just a simple debt that you can work around.
Since it's a debt you start life with in this scenario, it's not going to hurt you.

On-Topic: I hadn't heard of the UN deciding to bomb Libya, but I did watch the UN Vote yesterday.
Out of the 15 members who were voting, 10 voted for a No-Fly zone, 0 voted against and 5 abstained, including China and Russia.
Which pretty much means, if the Libyan's fly any of their planes around, which they are doing and are using to attack their own people, the UN will simply fly in an aircraft and shoot down the Libyan planes.
It's evening up the terms for the Libyan Rebels, who don't have a chance of protecting themselves from the governments planes.
