I say that Lieutenant to MCC should be abled vote  It seems like a rank "In the middle." It takes a long time to get there, and if you can, it shows that you are really dedicated and really care about the clan, and (Depending on the case) are a reliable member.

Include active members of a certain rank (Lt.) and above in a voting committee and kick them out if they show too much inactiveness.
