Mousewheel is incredibly slow

Windows 7 seems to be having problems with my mousewheel in more than one game. It needs to be spun two or three times the normal speed to get the same amount of movement. My drivers are up to date and I am curious why it thinks it's so slow.

I believe on Control Panel there is a setting to set how fast you want your mouse wheel speed to be.

I already tried that, it doesn't appear to affect anything.
