Badspot is the one who decides which people can have second chances or not.

So far many people haven't gotten second chances such as Pandan, Jimmg, Alex T. Warren, and a few others.

Belogna seems like he's aged since his last account, and the point of the drama was just to throw the information out there.

I think the only reason that you couldn't have an alt is if one of your alts is banned, because that's using alts to evade bans.

Nothing wrong if you haven't done anything to get banned, though.
