I just skimmed the thread but OP is handicapped, this is a UN operation lol, France, Britian, and the US are the major enforces of this no fly zone and this isn't a war on libya, the president doesn't need to get anything from congress to in this situation. No but in all seriousness, what America does effectively governs what many smaller countries do.  If we break the no fly zone over Libya, who will think it is a legitimate thing?  At that point, we don't care, so why should anyone else?

Actually, he does need permission. The United States led the UNITAF mission, but its troops were withdrawn when Congress invoked the War Powers Act.

A no fly zone is when a country abuses its air force and gets it revoked, if they launch any aircraft, other countries have perrmision to shoot them down.
And no one is sure of Gaddafi's metal stability.

After, the attack is just us enforcing the no-fly zone, France, Britian, US, and several other countries are doing a joint attack on libya, bombing ground targets and destroying air targets, this was all voted on by the UN security council and is now being enacted, if you don't really know what you're talking about it's better to just watch instead of saying something dumb.

They're both extremely similar missions. Both were United Nations missions mandated by the Security Council. I was entirely aware that you never mentioned UNITAF. My point was that Clinton needed congressional approval to take part in the United Nations Peacekeeping mission, as will Obama if he extends American participation beyond sixty days.

Not entirely, Somolia was a mostly ground based operation, troops at stake. This is a mostly air-based operation (US) against a conventional military, it'll be over before 60 days for sure, and even if it hasn't blown over by then we'll pull out, the US isn't looking for another Iraq.

What I personally believe is that the US is taking a fairly aggressive position because of the similarities between this and the Rwanda Genocide.  No racial conflict has occurred yet, but I know that there were some masses that were chanting things like "Kill the Jews" and "Kill the inferiors".  And with a man as unstable as Gaddafi in such a precarious position with world powers like America, GB, and France, I can guarantee he will do anything to get his people behind him.

That's not the point. What I meant by extremely similar missions is that they were both peacekeeping missions mandated by the United Nations. The composition of the missions is irrelevant, as it has no bearing on whether or not the President needs congressional approval.

You are correct, though, I doubt Obama will extend this beyond sixty days, so congressional approval will not be needed anyway.
