what the forget is thatit starts when i right click and highlight and stuff and i don't know why and how do I get rid of it fuukcckk

It's got nothing to do with that. Mostly

On my dads old computer it would happen whenever I did CPU intense tasks

Applying a small amount of pressure to the screen with my hand worked

Try turning the monitor off and on again, too.

I didn't, it just disappeared on its own after a while.

its happened three different times in three different places on yesterday daybefore and daybeforethat

heres the deal
I open a menu as seen here, right click or whatever then I select an option.
boom now the blue highlighter part is loving stuck on my screen
I don't even know what to google

Go somewhere in performance settings(I have no loving idea what it's called and I'm too lazy to check right now) or something to do with visuals in control panel and turn off any effects the right click menu has.
You actually have to go to Computer>right click>properties>advanced system settings>advanced>performance settings and find anything to do with right click menus and disable it.
You can also remove it after it's already on your screen by making something take control of your graphics card and un-decorating the screen (put any game into fullscreen mode basically) I wrote a java app to do this a while ago while loving with fullscreen graphics in java.
