A lot fo these are semi-recent. So unless the Odessa still exists, I doubt it. I still say its government contacting spies

Not really.
Gong Chime and M1B are as creepy as hell (GC sounding like a alien ship and M1B makes a looong strand of creepyass beeping), but still, Swedish Rhapsody is pretty creepy too.

And some of these are kinda nice sounding, like bugle and Lincolnshire Poacher

It takes a bit of thinking to get it.

EDIT: The first thing I think of when I hear these is a dimly lit room with people sitting there, with machinery, sending out coded messages. I think of things like beds, tables, dim light bulbs, just an overall eerie atmosphere.
