Government Shutdown

Me and my friend had an argument over the shut down. And he claims he knows what he is talking about. I'm not a very good follower of what is going on in our country, so I wanted to ask a few questions and get a few other opinions.
1. Who's fault is this? My friend claims "the stupid democrats did it!!"
2. How did this get started in the first place? Friends opinion: "the democrats are using too much money"
3. Who do you think is right? Friend's opinion: The republican plan will save us 4 tril a year.

There are tons of signs that he is.

I think he would do something excellent in terms of debt, and he wants to take us out of all foreign countries.  He's also pro gay.

I don't think he would be able to take our military out of the Middle East though, for fear of another attack.

Really, watching about 5-10 minutes of Morning Joe in the mornings over a bowl of apple jacks doesn't tell you much. All I know they have to reach a deal tonight or someone walks out of congress and forces a shutdown.
