You have no virus. Its a trick to get you to install their fake software. Once you install it. Your almost forgeted. Only 1-2 fake antiviruses do a drive by download. You are safe.

I think he means that he turned his computer off when the website was scanning him. Correct me if I'm wrong.

Most fake antiviruses wont install randomly.

OP. Does any program pop up on you without your browser on?
By any program i mean one that says your infected?

This sounds like what happend to me awhile ago,

I'm not one to find viruses or be a handicap but I came across it.

I'v stopped this by installing Avast and site blocking the above website,
As it appears to be only the browser only and not a program.

Do the above and you should be good.

What antivirus do you use? If its mcafee then i recommend you switch to Microsoft security essentials.
