Flash settings won't stay set. >.<

I'm trying to allow a website access to my camera and microphone via right-click, "Settings...", then going to this tab:


But when I click close or another tab it just goes back to this:


Is there some way I can edit it through another means other than this? A solution to this problem would be nice, too.

Try clicking all around the close button
refresh the page
refresh the browser
click it to death
restart computer
