Lags when people join server

Most of the time when I host an only server it lags for about 10 seconds straight when someone joins the server. I'm not sure if it lags everyone on my server or just me. Why does this happen?

Because of that it has to regenerate the file manifest when someone joins (so they know what to download).

It's normal when you have large amounts of addons. Try disabling some of your unneeded addons.

It only happens once, because it genarates the file manifest like someone said ^above^

When I could host servers, the first person who joins lags me for like 30 seconds when they join. But everyone else who joins doesn't do anything? Any "natural or unatrual" reasons for this?
