I think it's a fair enough thing to do.
They're not required to wear them by their religious laws.
People have just as bad fears of people in hoodies. It's scary to not see someone's face. You don't know what they're up to, how they're acting, and it's just not normal.
If these people wish to cover their faces up in private, feel free to do so, but there's no need to be walking around your local high street dressed in rags and veils in these countries.
It's not the norm, and it's not like you need a full head covering to protect yourself from the heat of the sun.
If they wish to be treated like equals, then act like equals.
