I suggest you stop using completly round heads. draw them yourself VERY carefully.

I think it's the little white specks and the jpg quality that makes them looks so bad.

Use layers and selections to fill your shapes so that the fillings don't look fugly, and save it as PNG instead of JPG.

Can't really go from JPG to PNG quality now that you've already saved as jpg, though.
