When you use box-shadow, you should used -moz-box-shadow and -webkit-box-shadow as well. Making something look right on every browser can be tedious, but it is very necessary.

If it's not supported by your/a browser, the text will simply stay still, centered where it should instead be scrolling.
  • It's annoying.

  • Not all browsers support it.

The only others option he has is CSS transitions, which are only supported by the newest browser and javascript animation which might take up a lot of system resources to have a smooth animation going on all the time.

And it doesn't matter if it's annoying if he's using it right. A ticker is a perfectly acceptable use for one.

I think you misunderstood me, it's not the method that is annoying, it's the goal.
Doesn't matter how you make a marquee, it's having a marquee that's bad.

No matter if it's a marquee or anything else, stats shouldn't be in the header. And making it a marquee makes it even worse. It's a bad concept, but this is the worst implementation of it I have seen in a very long while.
Also, you have two objects with the same id, use a class for that.

Anyway, the links in the boxes melt in too much with the background, you should make them like the box headers, but a bit lighter.

EDIT: The marquee looks a bit better now, although I think you should have it between the navbar and the boxes, instead of in the bottom of the navbar.
EDIT 2: Ugly again, or even worse.

What are you talking about, I haven't changed the marquee at all?
All I did was add your login info (weather or not you're logged in and if so, what account you're logged into) as an extra line.

I loaded once when the marquee was styled like the message about if you're logged in. Anyway, if you absolutely have to use a marquee, then move the account status to there instead of making it have it's own line.

Why should weather you're logged in or not be on a marquee?
That seems like important information, which should actually be static and centered.

Also, if Zack0Wack0 is reading this, you wouldn't happen to have like a question mark icon png I could use for the about.html link, would you?

How about making placing it, the register button, the logout button and the login button in the far right corner of the navbar? That would be the ideal placement.
Also, you should hide login/register when you are logged in and logout if you are not. Also, you should hide register if someone had already registered from that ip (since you seem to restrict it like that).
