I counted about 49 servers with "RP" in it

Family/City RPs are the only ones that people dislike. There is no problem.

Also note the fact that there's spam everywhere and several minigames running at the same time

Some City RP's can be pulled off quite well if they have a custom game type built.
Not just some old shoddy City RP script where the store owners spawn rocket launchers and sit on top of buildings.

im actually in the progress of making a mod that allows you to split your server into different 'divisions'.

this will allow for dynamic RP servers

eg

mini empires/empires
city
space rp things
other junk

and you can even make your own modes for it so you can have lots of possibilities

RP servers used to be my favorites back when I used to play BL. I'd love to get back on and host a nice simple City RP, using only minigames and score currency, or Iban's old rpg thing.

The only RP's I play, are Jail RP's (Which I reeeeaally like to play.), and City RP's. (I don't really like to play City RP's a lot...)
