I've never heard of people applying for better schools, mainly because it's at age 14.

Everyone in middle schools has the opportunity to apply at 14. Everyone takes the test. You do not have to transfer schools if you don't want to.

Hmm, here we don't apply for different schools, we just have a variety of courses, advanced or braindead.
