I know what it is. This is depicted off of the tesla coils in the game C&C Red Alert.

sad i couldn't find the video link of the grass.
two people put a clump of grass on top of the coil and tendrils of electricity were coming out of each blade of grass.

I have never figured out why a lightning rod is named after a scientist that studied electricity and magnetism.
