Yea, I've never heard of someone injured being forced to participate in PE. A friend of mine had some sort of minor surgery, and he could have gotten back into PE the next day, but they gave him two weeks exempt from it, so he took it and did nothing for a whole unit.
However, I think when the disability is permanent they treat it differently, since the school is required to make sure everyone gets exercise.
