The speed it takes to upload takes much longer than downloading, usually.

And how long is your video?

If it's less than 15 minutes, that video of yours is uncompressed which is the reason why its such a huge file size. There is a way to compress the video.

I'm pretty sure it's that you're uploading 3.6 GB, not that Youtube is slow.

Maybe upload the video in different parts instead of a loving 3gb video!

I've got all 6 parts of FLCL (about a half hour each) and the combined size is only like 800MB. OP just needs to lrn2compress
