If they want to have a water fight they can build their own park.

Sure, it is a public park but there has to be limits.

They might have also shut it down for liability reasons, I could see someone getting hurt during the fight, and his/her parents suing the city.

I'd stop them for trying to start something "epic" when it doesn't involve thousands of people armed with shoulder-mounted water balloon launchers from two castles, firing across a seemingly bottomless, foggy valley with fire-breathing Dragons at the bottom...

AND THEN, a loving B-52 Stratofortress, B-2 Spirit, B-1 Lancer, and XB-70 Valkyrie drop water nukes on both of them! That is what I might call "epic."
