every time I start a server the slots in the RTB prefs for the Script_VCEPrints add on are blank.(I have filled them before, saved prefs, and restarted server but they are blank)

I think  you need to get a new version of it, or you can try option B which is to type it in every time. Or with option C: Try to click disconnect, instead of just clicking the X on the window.

NOTE: don't hold me to any of those, as those are just theorys, as I have not tested any of those.

Results:
A: There is currently only a version 1 of it.
B: I don't want to type it in every time.
C: I tried it and it does not work.

That sounds strange.
I recently enabled that addon again (for debugging some events) after literally not using it for months, and I got all my variables displayed...
Try installing VCE again.

I can get them displayed but if I restart server they are gone.

Try reinstalling VCEPrints again, VCE has no relevance to the VCEPrints.
