I've never been to a e-cig store but I remember my first trip to a head shop
it was on a College campus (not directly, but right down the street) and they assumed I was of age or whatever

Huh? What else are you supposed to call them, water pipes? He called it a bong, not a "marijuana smoking utensil." I've called 'em bongs in smoke shops before and that's what the cashier calls them too.

If you go to a headshop, you normally just call them "pieces" unless you want to specify "water pipe" or just "pipe" to be safe. Bong has always had a marijuana related connotation to it, and most places will kick you out for calling it that. (By most I mean like 99.99%, the .01% being the one you are describing). They just don't want to get caught up with the legality issues.

Here if you call it bong everyone flips stuff because when police get involved or whatever and hear bong then they know it's marijuana related.

It probably helps that you live in a state that is incredibly lax and lenient on it's "medical" marijuana

I'm looking for a basic vape pen starter kit not for cannabis concentrates just regular vaping. I have looked at a few places but I don't really know what to get because I don't want to get something that is stuff and breaks. My budget is 50 bucks

I have no idea what you're gonna get for $50. The cheapest cannabis vape I know of is the MFLB which clocks in at $125.

I've always wanted to smoke weed, but I know nothing about it and am in a very strict household. My friends for the most part have had at least a few hits in their life and say it's the greatest thing ever, but I just don't know.

I wouldn't say weed is life changing. I'd recommend you try it, but at least for me it's nothing so amazing that I'd call it the "greatest thing ever."
